KUALA LUMPUR, Jan 20 (Bernama) -- It is high time for ePerolehan (eP), the government's electronic procurement system which accumulated RM7.5 billion worth of transactions as at November 2009, to address the people's negative perception on government agencies and services.
In a statement, Its Operator, Commerce Dot Com (CDC) Sdn Bhd, said eP's chance to break away from this norm was to multiply its outreach programmes in full force to reach suppliers nationwide and to showcase the efficient capabilities of the system and the people manning it.
The eP system was introduced by the government in 2000 through the Finance Ministry to revolutionise the bidding process and to ensure transparency in the selection of suppliers and contractors.
In 2008, the eP recorded RM6 billion worth of transactions.
CDC said an effective way to boost awareness was by conducting frequent and effective knowledge-sharing sessions during which problems are discussed and solved collectively to fully understand the system's benefits.
The statement also quoted the Finance Ministry's Director of ePerolehan Unit, Abdul Shukor Ibrahim, as saying that a Quality Force or QForce would be formed to monitor and come up with solutions for every suggestion, complaint and problem raised by government agencies, ministry administrators and suppliers.
This QForce would not only simplify matters for users but also act as a Quality Assurance Unit which would ensure projects executed met high quality standards, he said.
Meanwhile, the CDC and eP Unit in a retreat held in December last year, had devised strategies to turn eP into a more recognised procurement system aimed at expanding their facility among government-related businesses.
Abdul Shukor, who was present at the retreat, touched on the need to build a more organised ePerolehan implementation, ensure its execution inclusively and holistically before rolling out the eP in a responsive and skillful manner and finally, guaranteeing its sustainability.
He said eP had become a key player in ensuring improvement of government sincerity and integrity.
"Hence the reason we have been mandated with the task of being one of the main components to guarantee Key Performance Indicators (KPIs) in the 2nd National Key Result Areas and the "Fight Against Bribery" are achieved," he added.
