Electronic Procurement

Overview

Public Procurement

Public procurement is a strategic function for governments. Public purchase of goods, services and works – from basic equipment to construction of infrastructure – represents a significant part of national economy accounting for 13% of GDP on average across OECD members and nearly 30% of total government expenditures. This scale gives public procurement a powerful role in shaping the economy.

Far beyond a back-office function, public procurement is a strategic tool to promote innovation, sustainability and inclusion. It supports SMEs, government policies and delivers not just value for money, but value for society.

ePerolehan

ePerolehan is the official online procurement system of the Government of Malaysia. Launched in 2000 as one of the flagship applications under the MSC Electronic Government initiative, it was specifically designed to digitise the entire procurement process for goods and services within the Federal Government.

Developed under the purview of the Ministry of Finance, the system is fully aligned with the Government’s procurement policies and regulations, offering a customised, policy-compliant digital solution.

ePerolehan provides a comprehensive end-to-end online procurement process—from supplier registration, procurement planning, quotation requests and purchase approvals, to online delivery tracking and payment.

CDC has been appointed by the Government of Malaysia to develop and operate the ePerolehan system under an outsourcing model. CDC has been entrusted to ensure the system’s successful implementation and performance, while also spearheading a comprehensive procurement ecosystem that integrates technology, change management and support services.

ePerolehan provides a comprehensive end-to-end online procurement process — from supplier registration, procurement planning, quotation requests and purchase approvals, to online delivery tracking and payment.

The Supplier Management module keeps details of all suppliers who provide goods and services to the Government.

The Procurement Plan module helps Government users plan and manage their spending wisely.

This refers to the process of identifying, selecting, evaluating and appointing suppliers to provide specific goods or services.

The Fulfilment module is designed to manage and execute procurement orders efficiently and accurately. It offers real-time visibility into order status and key performance metrics, enabling suppliers and government agencies to make informed and timely decisions.

The Contract Management module provides features that enable the online creation of contracts by entering key information such as contract value, duration and ceiling, as well as payment and delivery timelines. This module also allows government agencies to automate the preparation of agreements and finalise contract documentation.
